The Swinomish Casino & Lodge is a tribal casino located in Anacortes, Washington, USA. The casino features slot machines, table games, as well as a hotel with 98 rooms, an RV park, and several dining options.

SUMMARY:
The surveillance observer requires a certain level of expertise, through experience and special training, which qualifies him/her as knowledgeable in casino operations; internal controls; surveillance systems; game protection; cheating techniques, and methods of observation. In addition, they possess a high level of knowledge and understanding of Tribal/Federal minimum internal controls relations, the Indian Gaming Regulatory Act, (IGRA), and the Tribal/State Compact.
ESSENTIAL DUTIES:
- Surveillance observers utilize the equipment provided to them in the overall protection of casino property including any of the surrounding tribal property.
- Observers ensure that the gaming operation comply with internal controls, Tribal/State Compact for Class III gaming and Tribal/Federal regulations for Class II gaming are followed.
- Observes, investigates, and reports all violations that come to their attention during the course of their duties to their immediate supervisor and the tribal gaming agent on shift. Investigations include detailed reports involving incidents of cheating and/or theft utilizing the audio and video equipment provided. Observers must also be prepared to assist casino personnel and agents from other jurisdictions.
- Functions as a diplomat, representing the Casino, in all dealings with the representatives of other jurisdictions. Observers must recognize and respect the “government to government” relationship that exists between the Tribe and state.
- Ensures audits, checklists, and other documentation associated with specialized gaming activities are completed.
- Assists in the investigation of infractions dealing with internal controls, casino procedures, gaming regulations and Tribal ordinance violations occurring within the property of the Swinomish Casino.
- Documents, examines, maintains, and properly accounts for audio and video evidence of illegal activity to assist in official hearings, trials, arbitration hearings, etc. in a timely manner.
- Testifies in procedures cited above as required.
- Observers assist in investigative efforts with local, state, and federal law enforcement agencies. Such activities may involve oral and/or written presentations utilizing Word and Excel. Knowledge of computers is a necessity to complete assigned audits and reports.
- Surveillance plays an integral part in the safety of guests, employees, and the security of the casino.
- Must work varied shifts, odd hours, and frequently late at night.
- Due to the highly sensitive information that is gathered; confidentiality is very important.
- Other duties may be assigned.
QUALIFICATIONS:
- Minimum two years of experience or specialized training in the surveillance field or at least two years experience of working in the gaming industry (Proof of such experience or specified training will be required).
- Strong background in a regulatory environment with experience in detecting infractions in internal controls, gaming laws, and tribal ordinances through observations of behavior preferred.
- Ability to read and interpret documents such as safety rules, operating/maintenance instructions, and procedure manuals, write routine reports and correspondence, and speak intelligibly and effectively before groups of customers or employees of organization.
- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
- Strong project management skills and ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form and deal with problems involving several concrete variables in standardized situations.
- Must be able to maintain Washington State Class III Gaming License and possess a valid Washington State Driver’s License.
